no. Japanese QC tends to catch bad welds. Now if
they could only learn how to dip chrome and spray
a real (urethane) clearcoat.

PS: By the by, bike frames are welded on aircraft
industry grade machines and jigs. Frame welds
failing hasn't been common since the sixties, when
all the makers quit using brass brazing rods and went
to steel.
